Meet the Speakers

Amon Dhliwayo

Since March 2022, Amon Dhliwayo has been the IPSAS (PFM) Expert for the Government of Rwanda’s IPSAS Implementation project. Amon has worked with:

    • Other experts and government officials to revise the Chart of Accounts, revise Non-current Asset Policies and Guidelines, prepare Financial Reporting Templates, prepare Beginning and Year-end procedures (guidelines) and to prepare the IPSAS Accounting and Financial Reporting Manual to align with IPSAS, legislation and IFMIS requirements;
    • System developers and Business analysts to enhance, update and develop the IFMIS Fixed Assets, Inventory and Public Debt modules so that IFMIS may automate day to day financial transactions (assets, liabilities, revenue and expenses) in compliance with IPSAS; and
    • Registered (certified) valuers and government officials to collect data (identify and register) and to value the government’s non-current assets and inventories such as land, buildings, investment property, transport equipment (road, marine and air), road networks, heritage assets, intangible assets and strategic stocks. These assets were recognised and reported for the first time in the Government of Rwanda’s Consolidated Financial Statements for the year ended 30 June 2024.

Prior to March 2022, Amon worked as a Standard Setter at the IPSAS Board in Toronto, Canada for 4 years and developed the Property, Plant, and Equipment (PPE) Standard and wrote the Chapters on accounting for natural water and natural living resources (wild animals and uncultivated plants) in the Natural Resources Consultation Paper (CP) issued by the IPSAS Board in May 2022.

Amon also worked at KPMG South Africa as an IPSAS implementer from 2013 to 2018 and worked as an Auditor from 2009 to 2013.

Amon is a Qualified Chartered Accountant (CA) and registered member of CPA Canada and SAICA.

Mukwende Placide

MUKWENDE Placide is serving as the Financial Systems Development Program Manager at Rwanda’s Ministry of Finance and Economic Planning. With over 19 years of experience in the software industry, with specialization in the design and development of financial systems.

Throughout his career, MUKWENDE has held various roles including full-stack developer, software designer, senior systems integration engineer, and software project manager. He is instrumental in designing the Integrated Financial Management Information System (IFMIS) used by the Rwandan government and implementation of two other financial systems in Rwanda: the Umurenge SACCO Core Banking System and the Schools Data Management System (SDMS).

Additionally, MUKWENDE has spent 13 years as a university lecturer, teaching enterprise web application design and development using Java technologies. From 2022 is working as Short Time Expert for the International Monitory Fund. He is passionate about mentoring software developers in creating effective software products that meet customer needs and leveraging Artificial Intelligence to transform systems into data-driven decision-making tools.

MUKWENDE holds a Master’s degree in Computer Science and Engineering from Central South University, China, and a Bachelor’s degree in Information Technology Engineering from Vellore Institute of Technology, India.  He is a certified Chief Data and Artificial Intelligence Officer (CDAIO) by Carnegie Mellon University, Java programmer, Associate Oracle Database Administrator and IBM Architect in Building Scalable Systems.

Dr. Mac-Effort Adadey

Dr. Mac-Effort Adadey is a Chartered Accountant and Financial Management Practitioner with over 27 years’ public and private sector business experience. His key practice areas include Public Financial Management (PFM), IFMIS implementation, Audit and Investigations, Internal Controls systems, Business Consultancy, Project Management, Fixed Assets Management, Human Capital Development, and IPSAS (International Public Sector Accounting Standards) implementaion.  He served on many committees, working groups, and consultancy engagements for various PFM reform initiatives in Ghana and other countries. He facilitated many conferences and training programmes locally and internationally on his key practice areas. He trained cross section of professionals from both public and private sectors including CEOs, Directors, Accountants, Budget Analysts, Procurement Officers, Auditors, HR Managers, and Administrators.

Dr. Adadey holds a PhD in ICT Management and two masters’ degrees- MBA in General Management from the University of Cape Coast, Ghana; and MSc in Management Information Systems from the Coventry University, UK. He is a Certified Oracle Implementation Specialist (COIS), Certified Project Management Professional (PMP), and Certified Internal Control Professional (CICP). He holds a Certificate in Forensic and Investigative Psychology (CIFP). He is a Fellow of Institute of Chartered Accountant-Ghana (ICAG); a fellow of Association of Chartered Certified Accountants (ACCA)-UK; a member of Institute of Internal Auditors Ghana & Global; member of the Project Management Institute-USA; and a member of Internal Control Institute-USA.

Dr. Adadey was the Project Manager of Ghana IFMIS (Integrated Financial Management Information System) from March 2012 to May 2017, where he deployed the system at over 600 user-sites across Ghana and trained over 3000 system users. He was the head of Research and Development Directorate of Controller and Accountant General’s Department (CAGD) of Ghana, from June 2017 to April 2019, where he institutionalised standard procedures for the review and approval of accounting systems and financial instructions manuals for Government entities. He currently serves as Assistant Controller and Accountant General and the Director of National Accounts of Ghana. He led the production of first ever Whole-of-Government National Accounts of Ghana for 2020, 2021 and 2022 successive years. The accounts consisted of the consolidation of Central Government accounts, Local Government accounts, and Government Business Entities/ State-Owned Enterprises accounts. Dr. Adadey is currently leading the implementation of International Public Sector Accounting Standards (IPSAS) in Ghana at both National and Entity levels. His contributions to public financial management system improvements in Ghana was recognised in a special award by the Office of the Head of Ghana’s Civil Service in 2022. He was earlier recognised as a winner of the Controller and Accountant-General’s Special Performance award for 2021 and was also adjudged the Overall Best Performing officers for 2021.

Dr. Adadey is the current Vice-Dean of PFM Faculty of the Institute of Chartered Accountant-Ghana. He is a member of the Audit Committee of Ministry of Finance, Ghana. He is a founder and Director of three private companies- i.e Matech Systems Limited, Matech Professional Training Centre, and Makeli Farms and Industries Limited.

His interests are presentation, negotiation, brainstorming, conflict resolution, career coaching, keeping-fit, listening to country music and watching wildlife documentaries. He is married with four daughters.
